The Role of Academic Institutions in Driving Innovation- Transforming Africa-Europe Relations

African and European energy partnerships are evolving beyond project development, with academic institutions playing a proactive role in supporting capacity building across the continent. Africa is experiencing a transformation in its energy sector with increased investment across the value chain, new hydrocarbon discoveries, and project launches.

As African governments prioritize local content and workforce inclusion, there are opportunities for skills and technology transfer from global partners. The role of academic institutions and governments in supporting capacity building in Africa’s energy sector is becoming crucial in this context.

EU-Africa Partnership: A Redefinition

Building capacity in Africa requires renewed attention if the sector is to reach its full potential.

Despite having the youngest and fastest-growing population in the world, the continent suffers from low involvement in STEM fields and gaps in education, which makes it overly dependent on foreign workers for energy-related initiatives. Less than 25% of students in sub-Saharan Africa, according to estimates from the Brookings Institute, choose to major in STEM.

Therefore, to support national and local content agendas, Africa’s interactions with global partners must go beyond project creation and include cooperation, collaborations, and the transfer of skills within STEM education.

Research, innovation, and the fortification of institutional foundations have received little to no attention in the past in ties between Africa and Europe, which have mostly focused on development, aid, and commercial interests. A window of opportunity has opened up for academic institutions in Europe and Africa to support capacity building from the ground up as relations change.

Academic institutions may establish a solid foundation for a competent and strong workforce by collaborating on curriculum creation, supporting training initiatives, seminars, and exchanges, and fighting for industry collaborations, inclusivity, and mentorships.

Partnerships with Europe will be essential for the modernization of Africa’s energy sector, going beyond simply promoting local content across the continent. More research and innovation are needed to make sure that the world is prepared to supply the “energy of the future,” given the energy transition, growing demand, and industry fluctuations. In this sense, Africa is not an exception, and the continent’s energy transition will be built on research and development.

assisting with national capacity building

The European Union (EU) has proven its dedication to advancing African education. Launched in 2007 and updated in 2022, the EU-Africa Strategy aims to foster collaborations in education, skills, research, and innovation throughout the continent, with a focus on developing industries like digitalization and green energy.

Numerous partnerships have been realized as a result of this strategy and the EU’s backing. The African Union and EU supported the formation of 20 collaborative Clusters of Research Excellence (CoRE), which were established by the African Research Universities Alliance and The Guild of European Research-Intensive Universities after a series of meetings in 2022.

The CoRE seeks to advance research and tertiary education while acting as stimulants for African energy innovation.

African countries are likewise keen to take advantage of foreign knowledge. The groundwork for greater cooperation between Namibia and French postsecondary schools Sciences Po was laid on the fringes of the Invest in African Energy (IAE) event in Paris in 2023.

To promote academic cooperation within the energy sector, Namibia’s Minister of Mines and Energy, Tom Alweendo, met with officials from the various universities. By formally partnering on student exchange and training, the parties committed to investigating novel approaches for enhancing capacity.

Inter-Institutional Assistance

African and European academic institutions are increasingly working together to boost the development of technology and skills in energy-related disciplines. The German Academic Exchange Service collaborates with the University of Cape Town in South Africa and other African universities to promote STEM education by providing financial aid and scholarships to African students pursuing energy-related disciplines.

For financial assistance and academic support, students studying energy can turn to organizations like the French Development Agency, Erasmus & Horizon Europe, the United Kingdom’s Commonwealth Scholarship and Fellowship Plan, and many more.

Collaboration in education is intended to be further promoted through platforms like the Invest in African Energy (IAE) 2024 event. Beyond bringing together investors and project developers, the meeting offers academic institutions in Africa and Europe a special arena for bilateral and multilateral engagement.
