NCDMB Pledges Support for Heritage Energy’s OML 30 Expansion Plans

The Nigerian Content Development and Monitoring Board (NCDMB) has reaffirmed its commitment to supporting Heritage Energy and its joint venture (JV) partners in their oil and gas operations at Oil Mining Lease (OML) 30.

During a recent visit to the NCDMB Lagos liaison office, executives from Heritage Energy & Oil Services Limited, alongside their JV partners, Shoreline Natural Resources and NNPC Exploration and Production Limited (NEPL), outlined their growth strategy for OML 30. The consortium aims to increase production from the current 45,000 barrels per day (bpd) to 100,000 bpd by 2030 through aggressive drilling, gas development, and infrastructure upgrades.

Seeking NCDMB’s continued support, the group requested accelerated approval for key compliance documents, including Technical Invitations to Tender, Technical and Commercial Evaluation Templates, Nigerian Content Compliance Certificates, and approvals for Human Capacity Development Training. These approvals, they noted, are crucial for meeting local content requirements under the Nigerian Oil and Gas Industry Content Development (NOGICD) Act.

The officials disclosed that they have launched a four-rig drilling campaign targeting underdeveloped fields and gas resources, aligning with Nigeria’s Gas Master Plan. Investments are also being made in produced water disposal, flare gas gathering, and gas monetization projects to enhance operational efficiency and optimize production. Additionally, efforts are underway to revamp and strengthen the Trans Forcados Pipeline (TFP) to accommodate expected production increases.

In response, NCDMB Executive Secretary, Engr. Felix Omatsola Ogbe, commended the consortium for its progress and assured them of the Board’s support. He emphasized that Heritage Energy’s investment aligns with President Bola Tinubu’s Renewed Hope agenda, which prioritizes increased oil and gas production, job creation, and economic growth.

The meeting was attended by senior NCDMB officials, including Director of Planning, Research and Statistics, Mr. Isaac Yalah; Director of Project Certification & Authorization, Engr. Abayomi Bamidele; General Manager, Corporate Communication and Zonal Coordination, Mr. Esueme Dan Kikile, Esq; and General Manager, Strategy and Transformation Projects, Ms. Amanda Yekorogha.

OML 30, located onshore in the Niger Delta, spans 1,097 square kilometers and encompasses eight producing fields, including Olomoro, Oleh, Uweh, Uzere, Ewvreni, Eremu, Oroni, and Kokori. The block contains numerous stacked reservoirs with substantial oil and gas reserves, positioning it as a key asset in Nigeria’s hydrocarbon sector.

Heritage Energy and its partners remain committed to maximizing OML 30’s potential while ensuring sustainable development and compliance with local content regulations.
