NCDMB Oversees NLNG Train 7 Progress During Monitoring Visit in South Korea.
The Nigerian Content Development and Monitoring Board (NCDMB) is presently conducting on-site monitoring visits to South Korea as part of its oversight duties for the Nigeria Liquefied Natural Gas (NLNG) Train 7 project. Scheduled from March 18 to 22, 2024, this visit aims to inspect facilities involved in fabricating essential components for the project.
Heading the delegation are Engr. Felix Omatsola Ogbe, the Executive Secretary of NCDMB, and Mr. Abdulmalik Halilu, the Director of Monitoring and Evaluation. They are closely collaborating with the NLNG Ltd team, led by Managing Director Dr. Philip Mshelbila and General Manager of External Relations and Sustainable Development, Mr. Andy Odeh.
The NLNG Train 7 project holds immense significance for the Federal Government of Nigeria, as it intends to augment NLNG’s production capacity by 35%, rising from 22 Million Tons Per Annum (MTPA) to 30 MTPA. This expansion aligns with Nigeria’s strategic position as a key player in the global LNG export market.
During the monitoring visit, key objectives include assessing capabilities at out-of-country yards, planning for in-country capacity development for future LNG train projects, gathering essential project status data for various components such as Pressure Vessels, Heat Exchangers, Columns, and Filters, and ensuring strict compliance with Nigerian Content Compliance Certificate commitments.
In a recent project update meeting, Engr. Felix Omatsola Ogbe commended the contractors for their dedication and stressed the importance of building local capacities in Nigeria for future projects. Collaboration with NLNG Ltd remains pivotal for ensuring project success and maximizing its positive impact on Nigeria’s economy and the global LNG industry.
Progress reports indicate that as of November 2023, construction progress at NLNG’s base in Finima, Bonny Island, Rivers State, has reached 52%, with 8,300 Nigerians engaged across various skill sets.
The NLNG Train 7 project, in alignment with the Nigerian Content Plan, underscores significant in-country fabrication and utilization of local goods and services. This encompasses the fabrication of critical components such as the Condensate Stabilisation Unit, pipe-racks, flare system, non-cryogenic vessels, and site civil works.
Furthermore, the project offers extensive opportunities for local businesses, including 100% local procurement of cables, valves, protective coatings, and assembly of pumps and control valves in-country. Spin-off opportunities span logistics, equipment leasing, insurance, hospitality, office supplies, aviation, and haulage sectors.

The project’s expansion is not only pivotal for NLNG’s operations but also lays the groundwork for local capacity building in LNG plant maintenance, particularly in cryogenics. It also catalyzes upstream gas supply projects essential for optimizing LNG train operations and unlocking economic potentials in Nigeria’s offshore gas fields.
The NCDMB remains steadfast in ensuring the successful execution of NLNG Train 7, thereby contributing to Nigeria’s economic growth and sustainable development within the energy sector.
