In a groundbreaking move, Iran’s Supreme Leader Ali Khamenei officially endorsed a comprehensive 20-year cooperation agreement with Russia on January 18, 2024. This transformative deal, officially named “The Treaty on the Basis of Mutual Relations and Principles of Cooperation between Iran and Russia,” expands upon a prior 10-year agreement and delves into critical sectors such as energy, defense, and economics.

Energy Bonanza for Russia:

One of the pivotal elements of this agreement is the strategic advantage it provides to Russia in the energy sector. Russia secures extraction rights to the vast Chalous field in the Caspian Sea, estimated to hold an astounding 48 billion barrels of oil and 292 trillion cubic feet of natural gas.

This achievement follows Russia’s significant role in altering the legal status of the Caspian Sea in 2019, diminishing Iran’s share from 50% to a mere 11.875%.

Similar preferential extraction rights extend to major oil and gas fields near the Iran-Iraq border, offering Russia access to significant energy reserves while potentially aiding Iran in navigating sanctions on its oil sector.

The agreement bolsters Iran’s military capabilities through the acquisition of cutting-edge Russian weaponry, including the hypersonic Kh-47M2 Kinzhal and tactical Iskander M missiles. Joint control over the northern airspace defense of the Caspian Sea enhances Iran’s security and strategic leverage in the region. Furthermore, plans for the training of Iranian personnel on advanced Russian missiles and the potential for local manufacturing establish a long-term strategic partnership in the defense sector.

Unequal Economic Exchange:

The economic terms of the agreement heavily favor Russia. Iran receives only the cost of production plus 8% for its exports, while Russia benefits from advanced payments for its exports at a more favorable exchange rate. The utilization of alternative payment channels, such as interbank transfers between Iranian and Russian banks and China’s CIPS system, underscores the two nations’ commitment to circumvent reliance on the SWIFT system.

Global Repercussions:

This agreement has far-reaching global implications. It solidifies China’s existing 25-year agreement with Iran, potentially forming a powerful trilateral alliance that could reshape global dynamics. The increased military cooperation raises concerns about potential escalations of conflicts in the already volatile Middle East, particularly involving Israel and its allies. Traditional US allies may find themselves compelled to reassess their security strategies in response to this formidable new partnership.
