IMO Ready to Collaborate with NIMASA on Maritime Challenges – Secretary General.
The International Maritime Organization (IMO) Secretary General, Arsenio Dominguez, has expressed eagerness to collaborate with the newly appointed Director General of the Nigerian Maritime Administration and Safety Agency (NIMASA), Dr. Dayo Mobereola, to address maritime challenges in Nigeria.
Dominguez conveyed this sentiment in a letter personally signed by him and sent to NIMASA, acknowledging the appointment of Dr. Mobereola by President Bola Tinubu. In the letter, Dominguez praised Nigeria’s efforts in bolstering its maritime institutions and emphasized the importance of strengthening maritime law enforcement and security architecture.
He lauded initiatives such as the Deep Blue project and the establishment of the C4i Centre, along with the enactment of maritime piracy laws under the Suppression of Piracy and Other Maritime Offenses (SPOMO) Act, as significant steps that have set a new standard in maritime security capacity building within the region.
Dominguez highlighted IMO‘s support for regional initiatives like the Yaoundé Code of Conduct and the Gulf of Guinea Maritime Collaboration Forum and Shared Awareness and Deconfliction (GoG-MCF/SHADE). He commended NIMASA’s partnership with various regional bodies and expressed IMO’s readiness to collaborate with Nigeria and other member states on maritime issues.

Acknowledging NIMASA’s collaboration with the Interregional Coordination Centre (ICC) and the shipping industry, navies, and the Yaoundé architecture, Dominguez underscored the importance of these partnerships in suppressing piracy threats in line with UN Security Council resolution 2634 (2022) and IMO Assembly resolution A.1159 (32).
In closing, Dominguez expressed anticipation for working with Dr. Mobereola and his colleagues on various maritime challenges and extended an invitation to visit the IMO in person.
